Give a party access to view and use Weather Station data in NetworkConnect, SiteConnect, and CustomerConnect.

To do this:

1. Create a SCADA Group in the [https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001011511](https://rubiconwater.atlassian.net/wiki/spaces/SMNC/pages/2001011511) and add the Weather Station object to the group.
2. Give any user that needs to use the weather station data **public_view** authority on the group.

Users will now be able to view WeatherStation data in CustomerConnect and associate the weather station with an irrigation
