You can change the participation mode of individual orders within the Order Restriction Editor.

> ℹ️ **Example**
> ℹ️
> ℹ️ If *Restrict* is your default setting, you might set some orders that have been restricted recently to *Exclude* mode to ensure that they receive their full order. This will override the restriction rate applied to those orders by default.

# Changing the participation mode for a group of outlets

If you have configured outlet grouping, you can toggle the participation mode of the whole group by changing one order in the group. You can tell if outlet grouping is enabled because a column for **Group** will appear in the Order Restriction Editor and orders will be grouped by their outlet group. Outlet grouping is not enabled by default.

> ℹ️ **Note**
> ℹ️
> ℹ️ To change the participation mode in an *Exclude* plan you must first configure the [Ration Restriction Percentage](https://rubiconwater.atlassian.net/wiki/spaces/PNC/pages/edit-v2/2051900084#Configuring-the-Ration-Restriction-Percentage-for-Outlet-Groups) attribute for all the outlets in the outlet group.

For more information see <u>[Outlet Grouping](https://rubiconwater.atlassian.net/wiki/spaces/PNC/pages/2051900084/Configuring+the+Rationing+Tool#Outlet-Grouping)</u>.

**To change the participation mode of an order**

1. In the **Order Restriction Editor**, right-click in the **Participation** column for the order.
2. Choose a restriction option from the shortcut menu:
  - *Requested rate* - deliver the full ordered amount of river water (if possible, otherwise continue to supply the restricted amount). (Or use *Exclude* mode in an Exclude plan).
  - *Restricted rate* - calculate the delivered river water flow from the *Flow Share* attribute. Or use Restrict mode in an *Exclude* plan.)
  - *Full restriction* - don't deliver any river water.

The new flow rates will be calculated immediately.

> ℹ️ **Note**
> ℹ️
> ℹ️ If you change an order to *Exclude* in a Restrict plan, but the total amount of water available is not enough to fully satisfy that order, your change will be ignored, and all the orders will continue to be allocated using *Restrict* mode.

# Configure Outlets to use a Restriction rate by Default

If you are using a rationing plan in *Exclude* mode you can manually change the participation mode of individual orders. However, you can also configure any outlet to use a restriction rate by default rather than use Exclude mode.

To do this, set the **RATION_RESTRICTION_PERCENTAGE** attribute for the outlet to *Yes. *During an *Exclude* mode plan the flow to the outlet will be restricted by the following percentage:

((Restriction Value) / (Sum of requested flow rates of all orders in the plan)) x 100

> ℹ️ **Note**
> ℹ️
> ℹ️ - The Restriction Value is set in the Value field on the rationing plan.
> ℹ️ - You can still modify the participation rate manually.
