To create a restriction plan you must create a new rationing plan in the Rationing screen, and edit the new plan in the Rationing Schematic. By default, only Planners can create a new rationing plan.

**Step 1**

In the Rationing tool click **Create Rationing Plan.**

**Step 2**

Enter the plan details. You must enter the following details:

| **Property** | **Description** |
| --- | --- |
| Description | Enter a description of the plan. |
| Plan date | Enter a plan date or accept the default of tomorrow’s date. Note that you cannot create a new plan if there is an existing plan for that date, or an earlier plan that has not been finalized. |
| Offset hours | Any orders that overlap the plan day are automatically added to the plan. However, you may also want to consider orders that occur before or after the plan day. To do this, enter a **Beginning offset** and an **End offset** in hours to include those orders in the plan. Note that to include orders before the plan day, enter the Beginning offset as a negative number. For example, enter a Beginning offset of -24 to consider any orders from the day before the plan day.<br>Unscheduled past orders at non-TCC outlets are excluded from a new rationing plan by default. **Step 3**

Click **Save** to save the plan details. The plan opens for editing in the Rationing Schematic..
