The Participation Mode determines the basis for applying a river water restriction to an order. There are two modes and planning areas use one or other participation mode by default. The default allocation is calculated when you create a restriction, and you can then change the participation mode for individual orders.

The two participation modes are:

- **Restrict** - river water restrictions are based on the *Flow Share* (or other nominated) attribute value for the property. Properties with a higher flow share are allocated a higher proportion of their original order.
- **Exclude** - water restrictions are based on the time that has passed since the property was last restricted. The date of the last restriction is stored in the *Date last restriction* attribute for the property. Properties that have been restricted recently are allocated water before properties that were restricted longer ago and priority is given to the outlets with more restricted days in a row. In this mode, the amount of river water supplied is either the full order amount or no water at all.

The participation mode for a Restriction Group can be set in the Order Restriction Editor or by setting the *Restriction Mode* attribute for the group.
