When you have finished linking the order flow events, at least the first start event in the plan must be linked to a linking regulator. This identifies which regulator will supply the water for the order flow events. This is particularly important where there is more than one possible source for the water.

> ℹ️ **Note**
> ℹ️
> ℹ️ The **Force finish events linking** system parameter controls when regulator links can be created. If this parameter is set to *Yes*, or if the parameter does not exist, you cannot create a regulator link until all nearby finish events on the plan day are linked to start events.

# What is a Linking Regulator?

A linking regulator is a regulator that has an authority set for the role LINKING and the party ALL PARTIES. Only linking regulators can be linked to an order. To check whether a regulator is linking, right-click on the regulator and choose **Details** to view the regulator details. On the **Authorities** tab, confirm that there is an authority for LINKING.

# Link to a regulator:

**Step 1**

From the Planning Schematic main menu choose **Event > Regulation**. The Regulation Link tool will pop up.

**Step 2**

Click on the linking regulator. You must choose the regulator before you choose an order. The regulator details will load on the form.

**Step 3**

Specify the regulator flow event time. Typically this will be the start time of the earliest order supplied by the regulator.

**Step 4**

Click on the order start event that you will link to this regulator. Adjust the order start time if necessary.

**Step 5**

Click **Link** to create the link.

You can now finalise your plan.

# Tip: Linking a Single Order

You will sometimes have a single order in a pool and want to create a regulator link for the order without linking the order finish event to another order. However, if you have configured DMS to require all order finish events to be linked, you will not be able to do this. There are two workarounds:

- Temporarily move the order finish time to the next day. Then create the regulator link, and change the order finish to the original date and time
- Create a nominal link for a small part of the flow to an order in a different pool. You can then create the regulator link. You can remove the original link if you prefer, or let it stand.
