Follow these steps to create and save a simple restriction plan using the default settings:

**Step 1: **Create the Plan

In the Plan History tool click **Create Restriction Plan**, then click **Save** to open the plan for editing in the Planning Schematic.

**Step 2:** Include Unsatisfied Orders

In the Planning Schematic, click **Unsatisfied Orders** on the toolbar to view the list of unsatisfied orders for the plan. Select the checkbox beside any unsatisfied orders that you want to include and click **Include** to add them to the plan.

**Step 3: **Find Over-Capacity Regulators

Click **Over-capacity Regulators** on the menu bar to see a list of over-capacity regulators in the plan area.

> ℹ️ **Note**
> ℹ️
> ℹ️ Ignore any greyed-out regulators - these regulators will not be over-capacity on the plan day.

**Step 4: **Select the Regulator to Restrict

Click on the topmost over-capacity regulator in the list. This is the furthest downstream of the over-capacity regulators. The Planning Schematic will centre on this regulator.

**Step 4: **Check the Restricted Orders

Right-click on the regulator and choose **Apply Restriction**. This creates a flow restriction for the plan day using the *Max Flow* for the regulator. View the list of orders to see if the planned restriction will affect their flow rates.

> ℹ️ **Note**
> ℹ️
> ℹ️ Any changed flow rates are highlighted in green

**Step 5: **Save the Plan and Apply the Restrictions

Click **Save** to save this flow restriction to the plan.

**Step 6: **Recheck the Over-Capacity Regulators

Click **Over-capacity Regulators** again. If there are still over-capacity regulators on the list, repeat the flow restriction process at each regulator in turn until there are no more over-capacity regulators.

**Step 7: **Review and Finalise the Plan

Click **Review Changes** on the toolbar. This opens the Proposed Order Changes screen. Review the changes to the orders, then click **Finalise** to finalise the plan. The system then displays an Order Confirmation screen that lists the orders affected by the restriction plan.

**Step 8:** Notify Irrigators of any Changes to Orders

Click **Send All** to send notifications of the changes to the orders.
